MQ JMS OSB Proxy Requeues Empty Messages

Symptoms
An OSB 11.1.1.7.0 JMS Proxy against IBM MQ 7.5.0.3. If there arrives a poison / empty message OSB throws the following Exception:
This message is appearing in logs every time when the message is redelivered.
Also it can be seen same message dequeue and enqueue continously from the queue through MQ monitoring. tools, this is making huge the osb logs. It seems that message is redelivered forever.
It is being used a MQ Persistent Queue and JMS Proxy is based on XA.
