Deployment gets XML parsing failed because "Error in getting XML input stream... Received fatal alert: handshake_failure" (Doc ID 2363489.1)

Symptoms

The Customer is trying to deploy a BPEL application on Jdeveloper 11.1.1.7 when they face the following error :

Error: XML parsing failed because "Error in getting XML input stream: https://xxx.custhelp.com/cgi-bin/ac.cfg/services/soap?wsdl=typed: Received fatal alert: handshake_failure"

In a new project, insert a new Web Service adapter with WDSL URL = https://xxx.custhelp.com/cgi-bin/ac.cfg/services/soap?wsdl.
When navigating to the next field (by clicking on TAB) the "SSL Handshake failure" error appears.
