Symptoms
When only one WebLogic managed server is running there are no issues, however, when a second WebLogic managed server is started in the cluster it results in the first managed server entering a FAILED state and shutting down. WebLogic managed server logging captured the following errors explaining the failure:
<Server health failed. Reason: [Health:310006]Critical subsystem JTAMigratableGroup in partition DOMAIN has failed. Setting server state to FAILED. Reason: JTA migratable target lost a lease>
