When the Second Managed Server Joins the Cluster it Results in the Error "Critical subsystem JTAMigratableGroup in partition DOMAIN has failed. Setting server state to FAILED. Reason: JTA migratable target lost a lease" (Doc ID 2363545.1)

Symptoms

When only one WebLogic managed server is running there are no issues, however, when a second WebLogic managed server is started in the cluster it results in the first managed server entering a FAILED state and shutting down. WebLogic managed server logging captured the following errors explaining the failure:

<Server health failed. Reason: [Health:310006]Critical subsystem JTAMigratableGroup in partition DOMAIN has failed. Setting server state to FAILED. Reason: JTA migratable target lost a lease>

Changes

Impacted environment could be a newly established environment.
