Can you disable the Webcenter Content UI Accessibility Page upon new user logins ? (Doc ID 2363996.1)

Goal

a) A new user will render the Content UI page for the first time, and "just once" the initial Accessibility prompt will display. Then, on any other logins after that, that initial Accessibility screen no longer appears. (e.g. Content UI works as expected).

b) If a user clears the web browser cookies, then the initial Accessibility prompt will appear again!

Is there a way to turn off the initial Accessibility prompt on the server side, so the users do not see this screen any longer (new user or clear cookie scenarios) ?
