Recreated Users with Case/Alert Assignments do not See Their Proper Cases (Doc ID 2364011.1)

Symptoms

An Enterprise Data Quality (EDQ) User (i.e. internal ID: <####_1>) was deleted and then a new user with the SAME name was created. 
The new user's internal id is different, i.e. <####_2>.  
After this, the user is not able to see the correct cases/alerts previously assigned to them.

Changes

 Example: TESTUSER was originally created with ID <####_1>.  This user was a assigned cases/alerts.  After some time, this user was deleted, then "recreated" with the SAME name (but a NEW/DIFFERENT ID - i.e. <####_2>).
