OIM AD Password Sync Failing With "invalid SOAP message.: Unexpected character" Error (Doc ID 2365093.1)

Symptoms

Using the AD Password sync 9.1.1.5.15 but all the password syncs are failing with the following exception:

 Steps to reproduce the issue:

1) Create a OIM user having any of special characters: <,> or & in its password.

2) Configure the OIM AD Password Sync Connector using the OIM user created in above step

3) The OIM password sync would fail, with the error about Bad Request.
