ORDS War Files Deployed To WebLogic Cluster Fail with 404 Error / Standalone ORDS Works (Doc ID 2365124.1)

Symptoms

ORDS has been configured successfully on the admin server in Standalone mode. 
The i.war has also been created.

ords.war and i.war have been deployed to a 2 node WLS cluster. After the deployment, the requests are failing with a 404 error for both nodes.

For example:
http://node1:<PORT>/ords
http://node1:<PORT>/i/apex_version.txt

Fail with:
ORACLE REST DATA SERVICES ORDS
404 Not Found

The request could not be mapped to any database. Check the request URL is correct, and that URL to database mappings have been correctly configured


The i and ords deployments all show as Active in the WLS Admin console > Deployments
