Parent Bulk Request Can Be Withdrawn If Some Child Requests Have Been Rejected

Information in this document applies to any platform.
The goal of this document is to explain if a parent bulk request can be withdrawn if any of its child requests have been rejected.
The scenario is the following:
User <ENDUSER> request access to 4 application instances
This will generate a default level request that after approved will generate 4 operational child requests
An admin rejects 2 of the child requests
The requester can withdraw the parent request even if there are child requests rejected
