VendorASSA Candidates are not returning the expected candidates when performing a Vendor Search in Verifier (Doc ID 2365928.1)

Symptoms

A WebCenter Forms Recognition (WFR) configuration has multiple vendors with the same address. 

For example:

There are three vendors containing the below address.

12345 Oracle Way

Oracle, CA 80956

The vendor names vary slightly and some have 5+4 zip codes while the other has the short 5 digit zip.

The expectation is that all three potential sites would be included in the VendorASSA candidates.  However, all but one vendor is typically included.   The expected vendor is not returned unless the other vendors are removed from the pool. Then, it returns with the expected ~70% confidence.  How can this be resolved?
