WebLogic Packet Size Causing Performance Issues

Symptoms
There is an application that is having intermittent performance issues, the trend that has been observed is that when a large packet sizes have being sent the performance is good.
The application is being accessed through a Load Balancer (LB) which does SSL Off-loading (meaning SSL frm client to LB, then non-SSL from LB to WebLogic Server).
If the packets being sent by WLS are too small, too much time is spent in encrypting packets in LB and hence response time increases and performance is not acceptable.
