Invalid Characters During JSON To XML Conversion In OSB 12c (Doc ID 2366960.1)

Symptoms

The conversion from JSON to XML is resulting in characters being replaced by the question mark (?) symbol. The reported behavior does not occur within the DEV or SIT environments, however, it is impacting the QA1 environment. The customer has reported that all environments have been configured in the same way. Also the DEV and SIT environments utilize the same Oracle API Gateway (OAG) server.
