Retrieving A String Text Written With Cyrillic Characters in JDBC Application Shows Junk Characters When Reading From A CLOB Column in 12.2.0.1 Database (Doc ID 2366969.1)

Symptoms

Retrieving a string text written with Cyrillic characters from a Java program using JDBC Thin 12.1.0.2 or 12.2.0.1 works for VARCHAR2 column, but does not work when reading from a CLOB column from a 12.2.0.1 database with character set CL8ISO8859P5. Junk characters are shown in this case.
However, the same 
works perfectly for previous database version 12.1.0.2 or 11.2.0.4 with the same character set.
