Oam Console Controls On The "settings " Fail To Respond , Also The Sort Ascending, Descend "Partner Name" Does Not Work In Chrome (Doc ID 2368079.1)

Symptoms

On : 11.1.2.3.171017 version, Admin Console

ACTUAL BEHAVIOR
---------------
1. Issue is only noticed if there are 25-30 partners under Identity Provider Management.

2. Access Oamconsole --> Configurations --> arrow next to "settings" & click to sort "Partner Name" field . It does not work (cause no action when clicked) in Chrome

3. It works with Firefox. You could use that as work around.

4. Noticed with Chrome Version 63.0.3239.132 (Official Build) (64-bit)

5. Different behavior noticed from another user. 'OAMconsole > Configuration > Settings > View' --> View button not working in chrome; no response to clicks, its behaves almost like disabled

when chrome zoom setting is more than 125%
in some browsers the issues occurs at zoom >=100%
the issues is never seen when zoom <90 or 80%


EXPECTED BEHAVIOR

When you access Oamconsole --> Configurations --> arrow next to "settings" & "Sort For Partner Name" will work in Chrome.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add 25-30 partners under Identity Provider Management
2. Access Oamconsole --> Configurations --> arrow next to "settings" & click to sort for "Partner Name"
