Order of Tree Tabs Configuration In Admin UI Not Affecting Contributor UI (Doc ID 2368490.1)

Symptoms

 As described in the document, there is "Tree Tab Order" configuration in Admin UI.

However, it seems not affect Contributor UI.  It seems to be alphabetically ordered regardless of the order setting.
