Intermittent Webgate Error (The WebGate Plug-in Is Unable To Contact Any Access Servers) seen during peak load

When attempting to try to login SSO enable EBS instance with SSO user and password
the following error occurs.


Issue is intermittent & seen during peak user load.

The WebGate plug-in is unable to contact any Access Servers
Contact your website administrator to remedy this problem.

The issue can be reproduced at will with the following steps:
1. Launch EBS login URL .
2. Error is shown

The issue has the following business impact:
Due to this issue, users cannot login by SSO user password . Need to reset old EBS Local passwords .
