WebLogic AdminServer Reports "Error getVersion on NodeManager" Trying To Contact Node Manager

After a successful installation of WebLogic on Microsoft Windows x64 (64-bit) 7 the NodeManager and the AdminServer get started without errors.
However, NodeManager is not working as expected and the WebLogic Administrator Console shows the Node Manager Status as "Inactive".

In addition,the Node Manager Status in WebLogic Console shows the following:

           Setting for local_Machine > Monitoring > Node Manager Status
           Status : Inactive
           Problem description: java.io.IOException
           Version : (not available)
