How to Convert HTML Files to PDF in WebCenter Content (using WinNativeConverter or OpenOffice)? (Doc ID 2369926.1)

Goal

Configuring the File Formats in WebCenter Content (WCC) to send any HTML document to Inbound Refinery (IBR) to be converted to PDF using the PDF Export component does not work in 12c versions. The PDF version being generated shows the HTML tags and not the rendering of it. How to convert the HTML files to PDF by extracting just the raw HTML?
