Performance degradation after Migration from 11 to 12.2.1 due to execution threads not using default WorkManagers (Doc ID 2370612.1)

Symptoms

After a migration from version 11.1.1.7.0 to 12.2.1.0.0 you might experience performance degradation.

You might find that some MBeans lost the reference to the default Workmanagers.

For example, Application Defined Mbeans->Oracle.as.soainfra.config>server>SoaInfraConfig>.soa-infra->WorkManagerGroupList
there isn't any reference to the default grouplist as it appears on a brand new 12.2.1 installation.
