Applying WebLogic 12.1.3 PSU 26519417 Errors During Library Regeneration

Symptoms
When attempting to apply WebLogic Patch Set Update (PSU) 26519417(Oct 2017) in a Oracle Cloud Control 13c environment, OPatch throws errors during Library Regeneration stage.
The concern is, given the error it is unknown whether the patch is completely applied or not.
Changes
This issue can be replicated in house.
The following is information related to reproduction of the issue.
-The product Oracle Enterprise Manager Cloud Control 13.2.0.0.0 was used. This comes with Fusion Middleware/WebLogic 12.1.3.
- Then Patch 26519417 WLS PATCH SET UPDATE 12.1.3.0.171017, was applied to reproduce the issue.
