ODI Studio Shows Improper Turkish, Chirilic and Other Gregorian Characters when Used in the Code of KM and Procedure Steps (Doc ID 2370921.1)

Symptoms

Oracle Data Integrator (ODI) Procedures and Knowledge Modules (KMs) code contain Turkish characters such as:

When querying this data from SQLPlus or SQLDeveloper, the correct Turkish characters are shown.

However, when showing the code of same Procedure or KM in ODI Studio > Designer, each of the Turkish accentuated characters gets replaced by a question mark (?):

Note the ODI Work Repository is stored in an Oracle 12.2.0.1 database with WE8ISO8859P9 character set.

Also note that the same Procedure and KM code correctly shows in ODI 10g and older versions. The behavior only affects ODI 11g and later versions.
