OPSS - Managed Servers not starting reaching just ADMIN State due to OPSS PolicyStoreException (Doc ID 2371770.1)

Symptoms

On : 12.1.3.0.0 version, Java Platform Security

Managed servers on separated nodes, don't come up. Both stayed at ADMIN state.
