CKEditor Splits Bulleted Line (Doc ID 2371867.1)

Symptoms

Updating an asset with a WYSIWYG field, which contains a bulleted list of elements with links followed by regular text.
When attempting to add a new element above the current line in WYSIWYG mode by placing the cursor at the beginning of one of these list elements and pressing "enter", instead of creating a new bullet point with no text before the existing list element, the existing link element is split such that the link has one bullet point and the text has a second (new) bullet point.

Current behavior:

The current bulleted line now contains only the link, and a new bulleted line with the remaining text appears below

Expected behavior:
--------------------------
A new blank, bulleted line should appear above the current line to allow for new information
