ODI Reverse Engineer Returns "The Network Adapter Could Not Establish The Connection" Error

In Oracle Data Integrator (ODI) Studio 22.214.171.124, reverse engineering a database model returns the message "The Network Adapter could not establish the connection". The error stack received is as follows:
java.sql.SQLException: IO Error: The Network Adapter could not establish the connection at oracle.odi.jdbc.datasource.LoginTimeoutDatasourceAdapter.doGetConnection(LoginTimeoutDatasourceAdapter.java:144) at oracle.odi.jdbc.datasource.LoginTimeoutDatasourceAdapter.getConnection(LoginTimeoutDatasourceAdapter.java:73) ...
