SOA Composites Referencing REST Endpoints Failing with oracle.fabric.common.FabricInvocationException: java.lang.NullPointerException (Doc ID 2373032.1)

Symptoms

On : 12.2.1.3.0 version, BPEL Service Engine

After upgrading from release 12.2.1.0.0 to 12.2.1.3.0, all REST Reference endpoints are now failing. The following error is being captured in the SOA managed server log. These same failing services were reportedly working without error prior to the upgrade.

STEPS

The issue can be reproduced at will with the following steps:
1. Invoke REST reference in composite.
