CopyConfig.sh Does Not Copy SOA Composites: "CLONE-51000 Is SOA Domain = false." (Doc ID 2373241.1)

Symptoms

On : 11.1.1.7.0 version, Fabric

CopyConfig.sh process does not copy SOA Composites. It completes successfully but does not recognize the domain as a SOA domain.
