Non English Characters Not Shown Correctly in JDBC Application after Upgrade of Database from 11.2 to 12.2 (Doc ID 2373661.1)

Symptoms

Issue with ODI 11.1.1.7 displaying some non-English characters incorrectly after a database upgrade from 11.2.0.4 to 12.2.0.1. Problem characters display as "????" or squares depending on the environment.
The issue is not JDBC driver version dependent and reproduces for JDBC 11.2 and 12c drivers.

The issue could not be reproduced in sqlplus.

The issue was found to be specific to CLOB columns and do not affect VARCHAR2 columns

It was verified that the characters were correctly encoded in the database. For example:

Changes

The issue was found to be specific to the database character set   WE8ISO8859P9  West European and Turkish
