Symptoms
In a 12.2.1.x.x federated domain, federated cache services are failing with below errors - IllegalStateException on ParticipantTracker initialization and going in to ERROR state after participant node not being acknowledged with in a stipulated time. This was observed during repeated stopping and starting of two federated clusters (at 15 minute intervals) one of the cache nodes went into an federation error state.
