MP4 Video Files Served From Webcenter Content Can't be Played in Safari

Goal
When any MP4 video file is uploaded to WebCenter Content, and access throw the following URL:
/cs/idcplg?IdcService=GET_FILE&dID=FILEIDTAG00001
In Chrome, Firefox, etc, it can be watched but in Safari the video is not played.

Refer that in order to play video files the media server must be compatible with content-range or partial-range support.
