Cannot Stop Weblogic Server Using stopWebLogic.sh Script to Apply a PSU

Symptoms

Not able to stop a running WebLogic server to apply a PSU using the stopWebLogic.sh script.

Seeing the following error when executing the stopWebLogic.sh script:

Connecting to t3://wlhostname:7001 with userid admin ...
This Exception occurred at Thu Feb 22 08:48:56 CST 2018.
javax.naming.CommunicationException [Root exception is java.net.ConnectException:
t3://wlhostname:7001: Destination unreachable; nested exception is:
  java.net.ConnectException: Connection refused; No available router to destination]
Problem invoking WLST - Traceback (innermost last):
