Symptoms
It is observed that the decimal data format in SOAP message has been converted to scientific notation such as:
BEFORE in WLS 10.3.6:
<rateExchangeOverride>0.0000000</rateExchangeOverride>
AFTER move to WLS 12.1.3/12.2.1.x:
<rateExchangeOverride>0E-7</rateExchangeOverride>
