OPSS - After change deployment target from one Machine or Cluster to another one in SOA unable accessing to flow instances observing some access denied in logs (Doc ID 2376239.1)

Symptoms

This domain was initially set having soa-infra targeted to soa_cluster and osb_cluster.

Later soa-infra was re-targeted to just soa_cluster.

After that unable accessing to flow instances observing some access denied in logs.

In another similar cases, after change deployment target the next has been observes:

-Composite deployment was not working.

-The "soa-infra" application is missing, this can be checked by running listAppStripes()
