When attempting to start/stop via Admin Console for a new Versioned and Domain Partitioned application, the following errors occur:

While Starting:

---[Deployer:149189]An attempt was made to execute the "start" operation on an application named "testWeb#Version1" that is not currently available. The application may have been created after non-dynamic configuration changes were activated. If so, the operation cannot be performed until the server is restarted so that the application will be available.

While Stopping:

---[Deployer:149189]An attempt was made to execute the "stop" operation on an application named "testWeb#Version1" that is not currently available. The application may have been created after non-dynamic configuration changes were activated. If so, the operation cannot be performed until the server is restarted so that the application will be available.
