HTTP 404 response while SOA server is starting

Symptoms
On : 12.2.1.1.0 version
SOA 12c: Client error during restart of soa cluster member
Customer is using SOA 12.2.1.2 in a clustered environment (2 nodes)
In front of SOA Suite is an OHS with WebLogic Proxy Plugin.
Customer is facing the following problem during restart of a managed server which is part of the soa cluster.
When a soa server is starting there is a time frame where Weblogic server is up and running
soa_server1.out:
but SOA suite is still loading BPEL processes
soa_server1.out:
Found 12 composites to be loaded
--------->deploying composite model: default/ClusterTest!3.0* Took 1002 ms
...
--------->deploying 12 composites took 3924 ms
SOA Platform is running and accepting requests. Start up took 15973 ms, partition=DOMAIN
During this timeframe OHS is routing requests to this server but because SOA is starting this request will get an error.

HTTP 404 on client side.

The issue can be reproduced at will with the following steps:
1. Restart one of the servers
2. Send requests while the server is starting
