WebLogic Deployments List Does Not Include Epm-misc-libraries Or Epm-aif-odi-libraries

Symptoms
You recently applied Financial Close Management (FCM) Patch Set Update (PSU) 11.1.2.4.250 (26503587). You are now trying to perform the required post-installation steps, as stated in the ReadMe document:
1. Log into WebLogic admin console.
2. Go to Deployments
3. Click on epm-misc-libraries, and add FinancialClose cluster as its target.
4. Click on epm-aif-odi-libraries, and add FinancialClose cluster as its target.
However, when looking under Deployments in the WebLogic console, the referenced "epm-misc-libraries" and "epm-aif-odi-libraries" are missing from the list.
