Variables not Recognized in ODI 12c Scenario Generation if Prefixed with a String

Symptoms
A mapping in Oracle Data Integrator (ODI) 12c uses a datastore having a variable prefixed with a string included in the field "Resource Name" at the level of the datastore (for example "FILE_#GLOBAL.VARIAB_FILE_NAME"). When when trying to generate a scenario from this mapping, the variable doesn't appear in the "Scenario Variables" window.
The same behavior occurs if the variable included in the field "Resource Name" contains another variable included in its refresh statement.
These issues occur regardless of the variables being local or global.
