Multiple Domain Support With ORDS As Mod_plsql Gateway Replacement (Doc ID 2377857.1)

Goal

Our application is provided under multiple domains and we are running into the problem that we get a 403 Error with
CORSAccessForbiddenException [statusCode=403, reasons=[The request cannot be processed because this resource does not support Cross Origin Sharing requests, or the request Origin is not authorized to access this resource. If ords is being reverse proxied ensure the front end server is propagating the host name, for mod_proxy ensure ProxyPreserveHost is set to On]]

We tried to add Header set Access-Control-Allow-Origin "*" to our Apache config which has no effect.
 
What is the cause of this error?
