Failed To Register Library Extension-Name: oracle.idm.ids.config.ui: Must provide Specification-Version for Library.. (Doc ID 2378017.1)

Goal

Trying to upgrade to 12.2.1.3 after upgrading from :
11.1.1.3 > 11.1.1.5
11.1.1.5 > 11.1.2.3

Following error is being encountered when the Weblogic Admin server as well as the OIM server is started(Note: The bootstrapping has not completed but this error appears before the bootstrapping starts):

One has not been able to start the OIM sever after running UA. The bootstrapping has not completed but this error appears even before the bootstrapping starts.
