Importing an ODI 12c Deployment Archive into Execution Type Repository where Generated from VCS Tag Fails with Error "ODI-11013" (Doc ID 2378093.1)

Symptoms

An Oracle Data Integrator (ODI) 12.2.1.x development type Work Repository is configured with Version Control System (VCS), Apache Subversion (SVN) or Git.

A deployment archive is being created from a tag.

Importing the deployment archive into an execution type Work Repository fails with either of the following errors:

ODI-11013: Error while applying the Deployment Archive
ODI-11002: Error occurred while importing Objects
ODI-11002: Error occurred while importing Objects
file:/<PATH>/oditemp_-xxxxx/Work Repository/Models/<folder>/<name>.xml/: XML-20108: (Fatal Error) Start of root element expected.

   or

ODI-11013: Error while applying the Deployment Archive
ODI-11002: Error occurred while importing Objects
ODI-11002: Error occurred while importing Objects
Content is not allowed in prolog.

When the deployment archive is generated directly from the ODI Repository and not from VCS tag, there is no issue with importing it.
