Nested Exception is org.xml.sax.SAXParseException in SOA server Logs After Applying OIM 11.1.2.3.180111 Bundle Patch (Doc ID 2378233.1)

Symptoms

After OIM BP 11.1.2.3.13_180111 getting the below errors in SOA logs at the time of startup and accessing the SOA workflows in sysadmin console.
