Symptoms

After apply the following patch.

<patch 25830131>: OWSM POLICY ATTACHEMENT IS NOT SAVED AFTER RESTART ') and applying below note

We attempted to attach web security policies via OWSM per below note.

<NOTE 1456506.1> Setting up GenericSoapService in UCM 11g (11.1.1.6 and beyond) to Use WS-Security

But, the security policies were not persisting after admin/managed server restart as expected due to the following errors observed in OWSM logs.
