After apply the following patch.

We attempted to attach web security policies via OWSM per below note.
<NOTE 1456506.1> Setting up GenericSoapService in UCM 11g (126.96.36.199 and beyond) to Use WS-Security
But, the security policies were not persisting after admin/managed server restart as expected due to the following errors observed in OWSM logs.
