Web Service Security Policy not Persisting Due to OWSM Error: WSM-02084 : Access denied. Permission "oracle.wsm.security.PolicyManagerPermission" is required to access the wsm policy manager "UsageTracker" method "recordUsage." (Doc ID 2378833.1)

Symptoms

Applied <Patch 25830131>: OWSM POLICY ATTACHEMENT IS NOT SAVED AFTER RESTART and followed the below note to attach web security policies via OWSM:

<NOTE 1456506.1> Setting up GenericSoapService in UCM 11g (11.1.1.6 and beyond) to Use WS-Security

However, the security policies were not persisting after an Admin/Managed server restart as expected.  The following errors were observed in OWSM logs:

oracle.wsm.policymanager.PolicyManagerException: WSM-02313 : The documents used by a policy subject cannot be recorded due to underlying error "EJB Exception: ; nested exception is: [[java.lang.SecurityException: WSM-02084 : Access denied. Permission "oracle.wsm.security.PolicyManagerPermission" is required to access the wsm policy manager "UsageTracker" method "recordUsage".";
