Symptoms
After server reboot and database restarted, APEX environment showing an "Internal Server 500" error and can't access APEX development or instance administration pages. In addition, running apxchpwd.sql, reset_image_prefix.sql or selecting most of the APEX views (ex. APEX_APPLICATIONS) get the following errors:

ORA-04068: existing state of packages has been discarded
ORA-04065: not executed, altered or dropped stored procedure
