ServerRequestCacheType Requirement For RSA Conflicts With Federation Requirement

Goal

In oam 11.1.2.3 BP 09, the "serverRequestCacheType" is currently set to COOKIE as required by Federation.

the RSA SecurID Authentication only works with BASIC.

Therefore the question would be, is it possible to use RSA SecurID Authentication with 'COOKIE'?

We have all our resources that are federated and we are integerate RSA for 2-factor.

Federation requires "serverRequestCacheType" = 'COOKIE'
RSA Requires "serverRequestCacheType" = 'BASIC'

Since the setting is shared how to make OAM PS3 work both for Federation with RSA for 2 Factor requirements?
