Oracle Identity Manager(OIM): Certification With 'Only High-Risk Entitlements' Selected Includes Low Risk Entitlements (Doc ID 2380831.1)

Symptoms

Suppose one has a collection of entitlements under a specific account, and a majority of the entitlements are specified as 'Low' risk with a few set to 'Medium' or 'High' risk. 

Now, create and run a certificate that includes 'Only High-Risk Entitlements'. Check the certification results data -> accounts and drill down to the entitlements and one sees low risk entitlements along with the high risk ones. 

Why are low risk entitlements appearing in the certification results when certifications are marked to include 'Only High-Risk Entitlements'?
