Symptoms

On APEX 5.X

When attempting to access the apex_admin page or any workspace entering correct credentials
the following error occurs.

404 Not Found


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Use ORDS deployed in WLS on a new midtier machine to access APEX (which is currently working accessing it using an Oracle HTTP Server)
2. The APEX Builder page displays correct but once one enter INTERNAL as Workspace and correct credentials it gives the error
3. The main apex_admin page URL does NOT display and gives 404 error directly
