OAM After Configuring WebGate, Requests Return HTTP 503, Service Unavailable

After configuring an OAM WebGate on a webserver, the following error is returned in the browser for any resource accessed:

HTTP/1.1 503 Service Unavailable

The webserver access logs show no record of the transaction, and no errors are reported in the WebGate logs.
