ODSM / OUDSM 12c - Login Failing After Installation with "An unresolvable error has occured. Please contact your administrator for more information" (Doc ID 2381102.1)

Symptoms

After installing OUD 12c the OUDSM initial page displays fine but attempts to log fail with the error message -

An unresolvable error has occured. Please contact your administrator for more information

and the AdminServer.log shows the following:
