Files created from Forms using TEXT_IO do not have Read permissions

For example:

Create some files from forms application using the TEXT_IO functions.
The files that get created do not have read permissions. Hence the end users are unable to FTP the files.
The permission on the files are -rw-r-----

How to get it to write with -rw-r--r-- permission?
