OSB 11.1.1.9.0: MTOM-based Attachments Inlined When Using Ws Policies

OSB 11.1.1.9.0: MTOM-based attachments inlined when using ws policies
XOP/MTOM is used in the SOAP web service context. The web service provides (among others) an operation to download (binary) files from the service endpoint as MIME attachments. This works fine on WLS 11g (10.3.6).
However, when using an upstream service bus (OSB 11.1.1.9), with OWSM-supplied WS-Security policies (here: enforcing an unsigned SAML-Assertion in SOAP header) applied to the web service endpoint, and both the according Proxy- and Business-Service, the MIME attachment is no longer referenced in the SOAP response message, but inlined in the latter -- which is unexpected.
Through OSB message tracing, the ProxySvc resp. Pipeline actors have been identified as the culprits of said inlining. What is the correct behavior?
