WebLogic 12.1.3 Creates JDBC Resources using Incorrect Schema Version (Doc ID 2381978.1)

Symptoms

When creating a datasource in WebLogic it is found that the header section for schema version shows 1.0.

The jdbc file: JDBC_Data_Source-<value>-jdbc.xml
