FK_TXT_CROSSR_UFUN Violation is Received Upon Smart Import of User Functions Into an ODI 12.2.1.2.6 Repository

Symptoms
With a smart export file generated from Oracle Data Integrator (ODI) 11g, and which contains global User Functions, the smart import into an ODI 12.2.1.2.6 Repository fails with following error:
com.sunopsis.dwg.SQLWorkReposException: ORA-02291: integrity constraint (<ODI_REPO_SCHEMA>.FK_TXT_CROSSR_UFUN) violated - parent key not found
Note that the ODI 12c Repository has 11g-compatibility mode turned OFF, which is default when creating a Repository in ODI 12c.
